Attending Thai King Bhumibol's 60th Birthday Celebration; First Meeting with Buddhist Association of China President Zhao Puchu in Bangkok
Venerable Master Hsing Yun said, "My formal relationship with Layman Zhao Puchu began on May 7, 1987. When Thai King Bhumibol turned 60, both Elder Zhao and I were invited to Thailand for the celebration and were arranged to stay at the same hotel. That evening, we invited each other to meet. We felt we had met too late, discussing how to achieve unity and harmony for Buddhism on both sides of the strait and jointly promote Humanistic Buddhism, planting the seed for future cross-strait Buddhist exchange."Note:
Layman Zhao Puchu advocated Humanistic Buddhism throughout his life and emphasized cultivating talent through education. His vision for flourishing Buddhism and promoting cross-strait exchange coincided perfectly with Venerable Master's. In 1989, at Elder Zhao's invitation, Venerable Master led the "Dharma Propagation and Homecoming Group," setting foot on his homeland after 40 years of separation, conducting Taiwan Buddhism's first public propagation activities on the mainland, an excellent beginning for cross-strait religious, cultural, and academic exchange. The two became close friends.

Fo Guang Shan Buddhist Canon Committee publishes the Chronological Chart of the History of Buddhism
In June 1987, the Chronological Chart of the History of Buddhism compiled by Fo Guang Shan Buddhist Canon Committee was published, becoming the best reference tool for Buddhist historical research. Venerable Master Hsing Yun specially wrote a preface explaining the compilation's origins. In studying Buddhism, besides referencing original scriptures, specialized treatises, and various dictionaries, chronological tables are also indispensable reference tools. The Chronological Chart of the History of Buddhism became the most convenient key for surveying Buddhist development and grasping the threads of Buddhist history in various countries. As early as the Sui Dynasty, when Fei Changfang compiled Record of the Triple Gem throughout Successive Dynasties, besides cataloging sutra translations, he separately compiled Indian historical chronologies, the beginning of Buddhist chronological history.Later came Song Dynasty Zuxiu's Comprehensive Treatise on Buddhist Chronology, Yuan Dynasty Nianchang's Comprehensive History of the Buddhas and Patriarchs, and others. However, due to regional and temporal limitations, previous chronologies could no longer provide a complete view of Buddhism. Recognizing this, Fo Guang Shan began extensively collecting materials and gathering personnel to compile The Chronological Chart of the History of Buddhism, hoping to assist those interested in Buddhist research.

Fo Guang Shan "Hsinchu Amitayus Library"
On June 7, 1987, "Hsinchu Amitayus Library" held its first evening Buddhist College for eight weeks.Amitayus Library founder Venerable Hsing Fan operated a bookstore in Keelung before ordination. Through promoting Venerable Master Hsing Yun's Biography of Sakyamuni Buddha, they became acquainted. Later, at Lingfeng Hermitage in Miaoli, she ordained under Venerable Hui Hsing. In 1974, she donated all her books to establish Hsinchu's Amitayus Library.
Venerable Master said that as early as 1982, he was invited to lecture in Hsinchu. Afterward, Venerable Hsing Fan discussed the library with him, hoping a genuinely Buddhist organization would continue her work. Recalling how in the past he could do without adequate clothing or food but could not do without buying books; now Buddhist scripture distributors were few, let alone Buddhist libraries, so he agreed to her request.
Later, when the board reorganized, Venerable Master was appointed third-term chairman, and Amitayus Library was formally transferred to Fo Guang Shan management. In 1991, responding to propagation needs, Fo Guang Shan purchased over 200 ping of land adjacent to the library for expansion. Since the collection focused on Tripitaka and Buddhist books as "Dharma treasures," it was renamed "Fabao Temple."

Establishing "Transmission Council" with Venerable Master as President
Venerable Master Hsing Yun directed the establishment of the "Transmission Council" outside Fo Guang Shan's various administrative organizations. All Fo Guang Shan disciples, under the system's protection, receive good and proper care, enabling them to propagate Dharma and practice with peace of mind. The "Transmission Council" was formally established in January 1988, with Venerable Master as president.Venerable Master stated that continuing the flame is the goal he has devoted himself to through education. With over a thousand disciples who have followed him into ordination, he established the "Transmission Council" to care for disciples' food, clothing, housing, transportation, and education.
Additionally, propagation works are published annually, such as Buddhist Series and Fo Guang Essential Guides to Buddhism, hoping every disciple will propagate the Way. Through "Transmission Council" assigned coursework, each will complete their learning.

Leading "Fo Guang Shan Northern Thailand Dharma Propagation and Free Medical Mission" to northern Thailand
On March 4, 1988, the "Fo Guang Shan Northern Thailand Dharma Propagation and Free Medical Mission" set out. Besides home monastics, there were doctors, nurses, journalists, and lay protectors, 58 people total. The ten-day journey visited 20 refugee villages including Ban Yang, Golden Triangle, Ban Mai Nong Bua, and Mae Salong. Later, the "Fo Guang Shan Devotees' Aid Society for Northern Thailand Refugee Village Construction" was established, bringing hope and light to local refugees.Venerable Master Hsing Yun said the people's lives there were impoverished in living conditions, materials, education, and economy. For patriotism, they left their homeland without residency rights, unable to eat or sleep well, living like this for 20 years. They said lacking food was bearable, but lacking Buddha-dharma, having no spiritual reliance, was the greatest suffering. Seeing their thirst for religion and earnestness in faith brought tears to one's eyes. Therefore, besides medical services, Venerable Master personally presided over Wat Suk Ruethai's consecration and conducted refuge ceremonies, hoping Buddha-Dharma would bring them sweet dew, giving their bodies and minds peace.
In 1988, Venerable Master led the "Fo Guang Shan Northern Thailand Dharma Propagation and Free Medical Mission" to northern Thailand.

Establishment of "Fo Guang Shan Foundation for Buddhist Culture & Education"
To celebrate Fo Guang Shan's 20th anniversary, the walking alms pilgrimage was organized. Local devotees' generous donations of ten million NT dollars plus headquarters' subsidy of 12 million NT dollars were used to establish the "Fo Guang Shan Foundation for Buddhist Culture & Education." On March 26, 1988, it received Ministry of Education approval; that June, through Taiwan Kaohsiung District Court announcement, it obtained "Judicial Person Registration Certificate," with Venerable Tzu Hui as executive director.Following the principle "What comes from the ten directions goes to the ten directions, together accomplishing matters of the ten directions; what ten thousand people give and donate together creates affinity with ten thousand people," to purify and give back to society, the foundation organizes academic exchanges, artistic activities, Buddhist examinations, liturgical music concerts, Cloud and Water Mobile Libraries, and other activities to purify people's minds.

Invited by Dharmasthiti Group's Layman Fok Tou-Hui to Lecture, Beginning 20 Years of Dharma Affinity at Hong Kong Coliseum
In 1988, Dharmasthiti Group's Layman Fok Tou-hui invited Venerable Master Hsing Yun to lecture on the Heart Sutra. In 1989, devotees invited Venerable Master to Henry G. Leong Yaumatei Community Centre to lecture, then transferred to Sha Tin Town Hall accommodating over 1,000 people. In 1990, actress Betty Ting, Bruce Lee's girlfriend, told Venerable Master, "Since so many Hong Kong people like to hear sutras and the Dharma, why don't you lecture at Hong Kong Coliseum?"
Venerable Master recalled immediately asking her to take charge of planning arrangements, and being willing to lecture at Hong Kong Coliseum. However, propagation should make everyone happy. If he went, Venerable Master hoped the first day's lecture would have The Hong Kong Buddhist Association President Venerable Kok Kwong and Vice President Venerable Wing Sing give remarks. Ms. Ting readily agreed. Thus, this marks the beginning of Venerable Master's lectures at Hong Kong Coliseum, uninterrupted for 20 years.

Pioneering "Return to the Buddha's Era" Dharma Assembly, Initiating "Organ Donation" Campaign
Fo Guang Shan held the "Return to the Buddha's Era" Dharma Assembly on September 17, 24, and October 1, at NTSU Arena, Changhua County Stadium, and Chungcheng Stadium respectively. The assembly's theme was returning to Buddha's "age of compassion, age of rule by Dharma, age of non-contention, age of joy, age of non-desire, age of equality." Venerable Master Hsing Yun encouraged devotees with "give others faith, give others joy, give others hope, give others convenience." For a moment, it was as if Vulture Peak had reappeared, allowing modern people to experience the compassion, rule by Dharma, non-contention, joy, non-desire, and equality of Buddha-dharma. Over 100,000 attendees demonstrated that Buddhism was moving toward society with a positive, contemporary image.
In response to the "Organ Donation Campaign" initiated by Fo Guang Shan and TTV's "Love" program producer Ms. Chou Chih-min, Venerable Master presented over 40 organ donation consent forms from himself and disciples to Chang Gung Memorial Hospital Superintendent Chang Chau-hsiung. He hoped this would inspire others to follow Buddha's great compassionate spirit of "offering his body to feed a tiger and cutting flesh to feed an eagle," sublimating and extending life, spreading compassion throughout the human world.
The "Return to the Buddha's Era Dharma Assembly" at NTSU Arena was unprecedented in scale.

Hsi Lai Temple, Fo Guang Shan's First Overseas Temple, Completed
On November 26, 1988, after ten years of preparation, Fo Guang Shan's American branch "Hsi Lai Temple" was completed, acclaimed as the largest Buddhist temple in North America. Venerable Tzu Chuang served as the first abbess. After six public hearings and 135 coordination meetings with various parties, the Los Angeles government finally approved the building permit, extremely difficult to obtain. After completion, it became an important venue for East-West cultural integration and exchange. On the day of the completion ceremony, former US Presidents Ronald Reagan and George H. W. Bush sent representatives with congratulations. California Lieutenant Governor Leo T. McCarthy, Los Angeles Mayor Tom Bradley, and US Congressman Mel Martínez all attended and offered congratulations.
To celebrate Hsi Lai Temple's completion, a "Water and Land Dharma Service" was held, and simultaneously the "Fo Guang Shan Ten-Thousand Buddha Triple Platform Full Ordination Ceremony" was transmitted, over 300 monastics from 16 countries received the precepts. This was the first Chinese Triple Platform Full Ordination in the Americas, breaking regional limitations and promoting Northern-Southern Buddhist exchange. The Water and Land Dharma Service was also a first for the American continent.
Hsi Lai Temple, honored as the "largest temple in the Western Hemisphere," holds its completion ceremony.

Expressing to Mainland Government the Wish to Return to Yixing to Rebuild Ancestral Temple Dajue Temple
In April 1989, Venerable Master Hsing Yun led the Dharma Propagation and Homecoming Group from America to the mainland. From Beijing to the south, whenever opportunity arose, he suggested to the mainland government to give religion more space, open religious freedom, and return temples' purity and dignity. Venerable Master said he also suggested to President Yang Shangkun that temple gardens be returned to temple management and ancient artifacts inventoried and returned to temple ownership. He hoped this trip would strengthen Buddhist cultural exchange, bring the two sides closer emotionally, promote local religious development, and expressed his wish to return to Yixing to rebuild ancestral temple Dajue Temple.Upon hearing Venerable Master's appeal, relevant departments immediately contacted and conveyed: "Your ancestral temple was damaged, but dozens of your former students from Baita Elementary School still live locally and can be arranged to meet. Yixing government leaders also warmly welcome your return." Venerable Master's group then returned grandly to Yixing Baita Mountain. After over ten years, with additional assistance from former Jiangsu Province Religious Affairs Bureau Director Weng Zhenjin, on May 10, 2004, official approval was received from Yixing City Government, and Venerable Master began reconstructing Fo Guang ancestral temple Yixing Dajue Temple.

Hsi Lai Temple "Opening the Great Seat" Sutra Lecture, First in Western Buddhist History
Starting November 2, 1989, Venerable Master Hsing Yun began a three-day Platform Sutra lecture series at Hsi Lai Temple, using the most traditional Buddhist "Opening the Great Seat" format. This was a first in America, opening eyes for both Chinese and Americans, and a groundbreaking initiative in Western Buddhist history. Pacvia TV (formerly as Cathay TV) and Asia Television Limited recorded the lecture; World Journal reporter Janice Yin, China Times reporter Po Da-chung, Voice of China host Chao Yuan-yuan, Hong Kong magazine The People publisher Lu Keng, overseas Chinese community leader Wu Chien-Shiung, Taipei Economic and Cultural Representative Office in the United States Director C. Y. Chang's wife, mainland economist Qian Jiaju and wife, historian Professor Orient Lee and wife, over 50 American citizens, and over 600 people listened. Venerable Master said seeing their focused, absorbed expressions, even taking notes, he could not help thinking: Dharma coming from the West can certainly nourish and irrigate Western soil, blooming and bearing fruit. This time, not only did Chinese and Americans appreciate this Buddhist ceremony, but this groundbreaking initiative demonstrated American society's acceptance of Buddha-Dharma, truly worthy of recording in American Buddhist history.-

Convening First "Benefactors Gathering"
Fo Guang Shan convened the first "Benefactors Gathering," passing organizational bylaws and ranking procedures. Venerable Master Hsing Yun proclaimed "Glory belongs to the Buddha, achievement belongs to the assembly, benefit belongs to the monastery, merit belongs to the benefactors," the highest spiritual guiding principle for monastic-lay harmony and Buddhist flourishing.Venerable Master said secular terms call investors "shareholders"; the "Benefactors Gathering" is essentially a "shareholders meeting." Benefactors are the owners; monastics are everyone's employees, serving all shareholder bosses. Buddhism does not use the secular term "shareholders" because that's a union of money; "benefactors" is a union of hearts, thus called "Benefactors Gathering." With benefactors, Buddha's light shines everywhere and Dharma water flows eternally.

"Fo Guang Shan Religious Affairs Committee" Convenes First Member Assembly
On February 26, 1990, the "Fo Guang Shan Religious Affairs Committee" convened its first member assembly, electing second-term religious affairs committee members according to regulations, establishing a model of collective leadership.Venerable Master Hsing Yun explained that the Religious Affairs Committee is the mountain's highest authority, generated by monastic member assembly and convening annually. However, since the founding, the system was never perfected and repeatedly delayed. In 1990, these bylaw provisions were finally implemented, deeply meaningful for Fo Guang Shan's "founding history."
At the assembly, Venerable Master first resigned from the Religious Affairs Committee position, stating that besides the title "Master," other titles no longer interest him. The assembly resolved to hold the "Fo Guang Shan Religious Affairs Committee 79th Year Member Assembly" on February 26. Elected committee members were: Hsin Ping, Tzu Jung, Tzu Chuang, Tzu Hui, Tzu Chia, Hsin Ting, Yi Heng, Hui Chun, Tzu Yi, and Yi Kong, ten people.
Venerable Master said that holding assemblies, though momentary, affects Fo Guang Shan's future. This once-in-a-millennium gathering with heavy responsibility and far-reaching implications writes another chapter in Fo Guang Shan's history.
Fo Guang Shan convenes its first Religious Affairs Committee Member Assembly, setting a model for the Buddhist community.

Fo Guang Shan Foundation for Buddhist Culture & Education Sponsors "Yunnan Dali Buddhist Culture Investigation Group" for Fieldwork in Dali
Sponsored by Fo Guang Shan Foundation for Buddhist Culture & Education, the "Yunnan Dali Buddhist Culture Investigation Group" conducted fieldwork in Dali in July 1990. Research papers were later compiled into Collected Papers on Buddhism in Dali, Yunnan, pioneering Taiwan Buddhist academia's fieldwork on Dali Buddhist culture. Anciently called "Sacred Land of Wondrous Fragrance. Buddhism was transmitted there around the 8th century, making it the first Buddhicized area in southwest China. The most famous Buddhist holy site is Jizu Mountain in Yichuan County, where Mahākāśyapa, following Buddha's instruction, awaits Maitreya Buddha's advent holding Buddha's golden robe, thus Jizu Mountain became Buddhism's fifth great holy site. Dali Buddhism was influenced by Esoteric, Chan, Pure Land, and Vinaya teachings, with various schools arising. In modern times, western Yunnan Buddhism declined and many temples were destroyed by fire. Venerable Xu Yun once vowed to rebuild monasteries there; Venerable Taixu led disciples to station in Yunnan, all contributing greatly to Dali Buddhism's revival. Today, famous temples like Jizu Mountain are gradually being restored, and many important Buddhist temples, pagodas, and excavated Buddhist artifacts are protected by the state, becoming important documents for studying Dali Buddhism.-

"University of the West" Receives Charter Approval, First Institution of Higher Learning Established by Chinese Buddhism in a Western Country
On July 2, 1990, University of the West in Rosemead, California formally applied to the US government for charter, the first institution of higher learning established by Chinese Buddhism in a Western country, authorized to grant bachelor's, master's, and doctoral degrees in Buddhist Studies.Venerable Master Hsing Yun stated that for nearly a century, Westerners established many universities in China; when capable, they also wanted to establish a university in America in return. The California Bureau for Private Postsecondary and Vocational Education (BPPVE) members Sheila Hawkins, Kevin Woolfolk, Sam Cooper, and others, after reviewing and approving the charter, said: "If anyone wants to apply to establish a school in the future, they will certainly recommend they consult University of the West." This is the most precious moment in University of the West's founding history.
Note:
On January 19, 1991, University of the West officially opened; on January 7, 1995, I-20 was approved, allowing enrollment of overseas students and official degree conferral; in July 2002, it passed review to become a candidate member of WASC; in February 2006, it became a full member.
University of the West, California's first Buddhist-founded university, holds its inaugural commencement ceremony, presided over by founder Venerable Master Hsing Yun.

Chu Un Temple in Cebu Island, Philippines, Requests Fo Guang Shan to Assume Management
Filipino-Chinese couple Layman Paterno Lu Ym Sr. and wife Rosita L. Luym, to commemorate maternal kindness, built a temple on Cebu Island named "Chu Un Temple." On September 5, 1990, they requested Fo Guang Shan to assume management. Venerable Master Hsing Yun hoped "Chu Un Temple" would become a bridge for religious exchange.Venerable Master stated that Chu Un Temple, created and donated by Mrs. Luym's family as a place of practice for countless people to worship, represents rare aspiration. The most important things in this human world are compassion and kindness. One can have nothing, no house, no money, but cannot lack compassion. As long as everyone maintains a little compassion, everyone can be saved; with compassion and gratitude, not only oneself is happy, but society will certainly be harmonious.
The Luym family has contributed to the Philippines for decades; building "Chu Un Temple" is a contribution to religion, this is "Compassionate Grace." Everyone can move freely between Catholicism and Buddhism. "Chu Un" symbolizes compassion and gratitude. Let them practice universal love, so that the Philippines, often struck by disasters and typhoons, will henceforth have God and Buddha's protection.

Invited by CTS "Tonight's Appointment" to be Interviewed by Host Chang Hsiao-Yen with Renowned Writer Lin Ching-Hsuan
On September 18, 1990, Venerable Master Hsing Yun was invited to CTS's "Tonight's Appointment" program, interviewed by host Chang Hsiao-yen with renowned writer Layman Lin Ching-hsuan.Chang Hsiao-yen asked: "You founded Fo Guang Shan, Hsi Lai Temple, and many Buddhist academies. Many say you own many enterprises, relating to 'money' and 'management.' Don't you have worries?"
Venerable Master answered: "No worries! Because 'having' and 'not having' are the same in my mind. These enterprises were not deliberately created by me nor obtained through greed. I 'take non-existence as existence,' 'take emptiness as joy,' 'take retreat as advance.'"
"Venerable Master, do you get angry?" "Anger, if arising from hatred, is wrong. When parents love their child and slap them, hoping for their success, it comes from compassion. Sometimes, for someone's good, some 'anger' is inevitable."
"People have ideals; if unachieved, they become disappointed. What should they do?" "Don't calculate results, success or failure, gains or losses, these aren't most important. Just do your best. People come to this world for happiness, not for worries."

Invited to Lecture at Cornell University and Yale University
On November 2, 1990, Venerable Master Hsing Yun was invited by Cornell University Department of Asian Studies, Department Chair John R. McRae to lecture at the 125-year-old university on "How Humanistic Buddhism Lives," with over 100 Cornell faculty and students attending.Venerable Master stated that through sharing Fo Guang Shan's founding principles, mission, and creed, he discussed proper attitudes toward self, society, nation, and interpersonal relations. A useful person certainly has confidence in the nation and society; an excellent person never easily refuses and gives people hope; a capable person always shares benefits with everyone and gives people joy; a compassionate person certainly delights in proactive service and gives people convenience.

Invited by Venerable Minh Lễ, Abbess of Pagode Tinh Tam in France, to Preside over Completion Ceremony
On November 10, 1990, Venerable Master Hsing Yun was invited by Venerable Minh Lễ, abbot of Pagode Tinh Tam in France, to preside over the completion ceremony and Triple Gem Refuge ceremony. Over 60 accompanying devotees participated in the grand event.Venerable Master said Venerable Minh Lễ is Vietnamese and has opened a space for Buddhism in France over many years, traveling to Taiwan, Japan, Hong Kong, Thailand, and elsewhere to purchase temple supplies. Moved by his dedication to Buddhism, though it was a long journey, he was happy to create affinity.
Due to war, Buddhists left their countries, and Dharma seeds thus spread worldwide. For over ten years, Venerable Minh Lễ worked tirelessly to build "Pagode Tinh Tam," now finally completed for everyone to celebrate together. Present were people from Japan, Vietnam, Sri Lanka, Taiwan, and local French devotees, like a world friendship conference, demonstrating Buddhism's inclusiveness.
Recalling Buddha's time when his footprints covered the five regions of India, today's Buddhists have the responsibility to spread Buddha-Dharma to five continents. When Sudatta built Jetavana Monastery, he earned the merit of enjoying heavenly palaces. The assembly's dedication to Pagode Tinh Tam will not be in vain.

University of the West Officially Opens; Venerable Master Presides over Opening Ceremony
On January 19, 1991, University of the West, temporarily using Hsi Lai Temple for classes, officially opened. Venerable Master Hsing Yun presided over the opening ceremony at Hsi Lai Temple's West Pureland Auditorium. Venerable Master stated that in the past, Western churches established many church schools in China, but Chinese never reciprocated. With Taiwan society's current prosperity, they now have the ability to establish a university in America. He hoped University of the West could rival Ivy League schools, allowing Chinese Buddhists to also hold their heads high in America.Professor James A. Santucci, teaching "Introduction to Buddhism," said: "The establishment of University of the West is very important for spreading Buddhism." Professor Edward J. Hughes, teaching "Western Religions," said: "In America's pluralistic society, University of the West's opening is very important for Americans, helping different religions understand each other." Professor Dan Lusthaus, teaching "Indian Buddhist History," said: "Thousands of years ago, India established Buddhist universities; University of the West's establishment continues this ancient tradition to today."
This is a historical moment; all devotees present can record it in history. Though the professors' remarks were simple, their heartfelt blessings were immeasurable.

"Buddha's Light International Association R.O.C." Holds Founding Assembly at the National Dr. Sun Yat-Sen Memorial Hall
On February 3, 1991, the Buddha's Light International Association R.O.C. held its founding assembly at the National Dr. Sun Yat-sen Memorial Hall. Venerable Master Hsing Yun was elected president, with 326 chapters established. In the future, devotees can also advance through examinations to become Dharma lecturers and Dharma teachers, jointly propagating Buddha-Dharma. Venerable Master proposed the organization's meaning: "From monastics to devotees, from temples to society, from static to dynamic, from self-cultivation to benefiting others, from disciples to teachers, from local to global," with "Compassion, joy, and equanimity pervade the Dharma realm; cherishing blessings and creating affinities benefits humans and celestials; Chan, Pure Land, precepts, and practice with equality and patience; humility, gratitude, and great vow mind" as cultivation direction. Within one year, Buddha's Light International Association chapters sprang up from south to north across Taiwan, and Buddha's Light International Association flags flew in many countries worldwide.Note:
On May 16 the following year (1992), "Buddha's Light International Association World Headquarters" was established at Hsi Lai Temple, USA, making BLIA an international organization; "Buddha's Light International Association R.O.C. thus became "Buddha's Light International Association R.O.C. Regional Association."

Former US Congressman Bruce A. Morrison Thanks Hsi Lai Temple for Helping Pass New Immigration Law
Taiwan Buddhist masters successively went to America to build temples and propagate Dharma, gradually establishing Buddhism's place in America. However, masters propagating in America were restricted by visas, having to leave the country after three months, six months, or one year to reapply, affecting Buddhism's further rooting in America. On November 29, 1990, US President George H. W. Bush signed a new immigration law. Besides increasing immigration quotas and business investment provisions, it also expanded religious organization personnel's rights to apply for residency, greatly helping Buddhism's promotion and development in America, thus having profound historical significance.
The key figure promoting this new immigration law was former US Congressman Bruce A. Morrison. He expressed gratitude to Fo Guang Shan's Hsi Lai Temple for providing much assistance during the bill's drafting and deliberation stages, including participating in meetings as a religious organization, providing many suggestions and case explanations, and providing venues for forums. While visiting Taiwan with the "California Commission for Economic Development," he specially visited Fo Guang Shan to personally thank Venerable Master Hsing Yun.

Three-Month "Ten Thousand Buddhas Arhat Full Ordination Ceremony"
In mid-March 1991, Fo Guang Shan held a three-month "Ten Thousand Buddhas Arhat Full Ordination Ceremony. Over 500 precept seekers from 11 countries including America, Korea, Thailand, Nepal, Malaysia, Indonesia, Hong Kong, Singapore, and Vietnam gathered like clouds, setting records for the longest precept session and most excellent teaching in Chinese Buddhist history. Venerable Master Hsing Yun stated this ordination strictly followed Buddhist traditional rules, including walking alms rounds, personally experiencing early Buddhism's propagation lifestyle, hoping to reform previous precept sessions' complicated daily ceremonies of ascending the hall, making offerings, and bowing for meals, letting precept seekers hear more Dharma teachings from eminent masters. These included Songgwangsa Abbot Elder Beomil Boseong, Gurongsa Abbot Venerable Jungwoo, BOCA Dharma Seal Temple (Fayin Temple) Abbot Venerable Yin Hai, Eastern Buddhist Association Abbot Venerable Hao Lin, Lingyen Mountain Temple founder Venerable Miao Lien, Buddhist Association of the Republic of China (BAROC) President Venerable Wu Ming, Kaohsiung Buddhist Association President Venerable Pu Miao, Jinshan Branch Temple Abbot Venerable Wu Yi, Buddhist Association of the Republic of China Secretary-General Venerable Liao Chung, and Wen Shu Lecture Hall Abbot Venerable Hui Lu.

BLIA Da'an Chapter Initiates 10,000-Signature Petition Requesting Government Designate "Buddha's Birthday" as National Holiday
On May 19, 1991, Buddha's Birthday, Buddha's Light International Association Da'an Chapter, initiated by President Li-li Chen, Frankie Kao, Chou Pang-pen, and others, held a 10,000-signature petition at the Oval Park Tai-pak, requesting the government designate Buddha's Birthday as a national holiday and World Peace Day.Fo Guang Shan branch temples worldwide simultaneously held Buddha Bathing ceremonies, jointly creating a pure, joyful Buddha-land world through the purifying act of bathing Buddha. Fo Guang Shan Audio-Visual Center (presently known as Beautiful Life Television) and Fo Guang Publishing (presently known as Fo Guang Cultural Enterprise Co., Ltd) jointly responded by releasing Buddha Bathing recordings and Biography of Śākyamuni Buddha.
Note:
Advocating for Buddha's Birthday to become a national holiday had always been Venerable Master Hsing Yun's great wish. Through years of effort by Venerable Master and Buddhist leaders, in August 1999, the government announced "The 8th day of the 4th lunar month, Buddha's Birthday, is designated a national holiday, but the holiday is moved to the second Sunday of May to coincide with Mother's Day," this moment was realized.

Establishing "Fo Guang Shan Light Transmission Academy"
Venerable Master Hsing Yun said that over the years, to propagate Buddha-dharma and bring peace to beings, he has traveled ceaselessly, with disciples likewise pioneering in all directions. However, the work of propagating Dharma and liberating beings is so difficult, he constantly worries about their learning in interpersonal relations, practice, and conduct. After much consideration, starting January 1992, the "Fo Guang Shan Light Transmission Academy" was established, providing monthly written instruction on their spiritual practice, academic studies, and professional development, serving as a bridge for master-disciple Dharma connection. He hoped every disciple, regardless of learning ability or progress, would diligently study materials and write assignment reflections, upholding the principle "learn as long as you live," self-learning, perfecting monastic character, benefiting self and others, all becoming pillars of Buddhism, masters of their domains.

On March 8, 1992, through introduction by devotees serving in South Africa's agricultural mission, the South African government agreed to Fo Guang Shan building a Buddhist temple in South Africa. Bronkhorstspruit Mayor Dr. Hennie Senekal and City Secretary Lampies Lamprecht, along with Representative of the Taipei Liaison Office in the Republic of South Africa Lin Tsung-yuan and others, specially came to Fo Guang Shan to present six hectares of land for temple construction. At the Devotees Building's auditorium, Venerable Master Hsing Yun and Mayor Senekal jointly presided over the land donation signing ceremony. The mayor expressed that South Africa is famous for its good climate, diamonds, gold, and pollution-free environment. He had visited Taiwan 13 times, each with unforgettable experiences. This signing also symbolizes close friendship.
Venerable Master stated that the mayor's friendship is more precious than gold. Fo Guang Shan is willing to bring truth and friendship to South Africa, eliminating local racial conflicts. Currently, Fo Guang Shan's overseas temples span Asia, America, Europe, and Australia. The South African government's land donation for building a temple perfectly fulfills the wish "Buddha's light shines universally over three thousand worlds; Dharma water flows eternally to five continents."

Lecturing at Tiara Medan Hotel & Convention Center, Setting Record as First Person to Publicly Propagate Buddhism in Chinese at Indonesian Public Venue
On April 7, 1992, Venerable Master Hsing Yun was invited to lecture at Tiara Medan Hotel & Convention Center, setting the record as the first person to publicly propagate Buddhism in Chinese at an Indonesian public venue, also the first time Buddhism was permitted to propagate outside temples. The following day, he presided over the Triple Gem Refuge for over 800 people.Venerable Master stated that in the Medan area, almost every street has a Buddha hall. Thinking of Chinese Buddhism's overseas propagation, some places were not established by great masters or senior monks; even where they went, there were no successors, truly humbling.
Fortunately, some shigus, carrying just an Avalokite?vara statue, pioneered overseas territories. Strictly observing precepts, diligently practicing, they sheltered many homeless children, raising them and encouraging ordination to propagate Buddha-Dharma, truly moving.
The Indonesian government did not permit propagation outside temples. Being able to publicly lecture at a hall broke historical records. Beforehand, many devotees vowed to eat vegetarian for three months, hoping the government would support this Dharma assembly. Fortunately, government policy was enlightened, fulfilling everyone's wishes.

Invited to Penang, Malaysia for Dharma Propagation; Audience Overflows Venue
On April 10, 1992, Venerable Master Hsing Yun was invited to lecture in Penang, Malaysia, called the "Eastern Garden," an unprecedented scene.Venerable Master said the Tunku Abdul Rahman Hall, originally holding 2,000 people, was packed with over 3,000, with another 1,000 turned away outside without closed-circuit TV to watch. From outside came sounds of noisy door-pushing, very distressing. Reportedly, they nearly broke down the doors.
Penang Chief Minister Koh Tsu Koon said during his remarks: "Tonight's scene strengthens my determination to build an indoor stadium seating 10,000, so next time Venerable Master Hsing Yun comes to propagate, everyone's wishes can be fulfilled."
Over two hours, no one moved, maintaining good order. Everyone focused attentively, nodding in understanding, applauding, and laughing, clearly resonating. Penang citizens have high standards.

Brazil São Paulo Devotee Layman Chang Sheng-kai Donates Vihara as Fo Guang Shan Propagation Venue
On April 23, 1992, Brazil São Paulo devotee Layman Chang Sheng-kai donated his suburban vihara to Fo Guang Shan as a propagation venue. Venerable Master Hsing Yun named it "Zu Lai Temple," Fo Guang Shan's first establishment in South America, with Venerable Jue Cheng in charge. After nearly ten years of construction, Zu Lai Temple was completed and consecrated in 2003.Venerable Master stated that keeping a fire burning requires constantly adding fuel; likewise, faith requires constant encouragement to prevent cooling. Previously, several masters traveled overseas to propagate teachings, inspiring people's aspiration for Buddha-Dharma; but after their departure, without continued guidance, faith gradually dissipated, truly regrettable.
Layman Chang believed: "To fundamentally solve the problem and make Buddha-Dharma endure, there must be a Sangha constantly stationed here propagating teachings, letting everyone recognize Buddhism's benefits." These words truly arose from right thought. Hearing this, Venerable Master immediately renamed vihara as "Zu Lai Temple."
Venerable Master made his first visit to Brazil in South America to propagate the Dharma. Lay devotee Chang Sheng-kai donated Jingxin Vihara to Fo Guang Shan, establishing it as a base for Buddhist propagation in South America.

Exemplary Upāsikā Laywoman Sun Chang Ching-Yang Passes Away
On July 22, 1992, exemplary upāsikā Laywoman Sun Chang Ching-yang, who dedicated her life to protecting the Dharma and promoting Humanistic Buddhism, passed away. Venerable Master Hsing Yun recalled his deep affinity with Laywoman Sun Chang Ching-yang. When he first arrived in Taiwan, many mainland monks were imprisoned due to rumors. Sun and others who campaigned for their release were exonerated. Throughout her life, she dedicated herself to Buddhism, with Layman Li Zikuan, she bought back Shan Dao Temple, compiled and distributed Buddhist scriptures, and sold her jewelry to purchase Japan's Taishō Tripiṭaka, profoundly influencing modern Taiwan Buddhism's revival. Her exemplary virtue of protecting Dharma and monastics, and religious passion, make her a model for modern lay Buddhists, as his memorial couplet states: "Eighty years' journey with Buddha in her heart; ten thousand enter the Way through her affinity.Note:
Before death, Laywoman Sun Chang Ching-yang entrusted her funeral arrangements to Venerable Master. Following her wishes, Fo Guang Shan monastics chanted Buddha's name without interruption for seven days, assisting her rebirth in Buddha's Pure Land. Her remains were enshrined at Fo Guang Shan's Longevity Memorial Park. Venerable Master specially wrote a memorial couplet.

Pioneering "Fo Guang Family Gathering" for Disciples
On February 10, 1993, Fo Guang Shan held its first "Fo Guang Family Gathering. Through family gatherings, disciples' parents could understand the monastery's traditions, propagation mission, how it benefits society and gives back to the public, and further affirm their children's merit and meaning in monastic life. Many parents who originally opposed their children's ordination, through participating in activities, transformed from initial opposition and silence to becoming Dharma protectors, not only expanding love for their children to love for all beings but also planting seeds for their own liberation.
Venerable Master Hsing Yun said that as a novice, he once saw his master Venerable Zhikai writing to his mother, addressing her as "in-law. From the moment disciples ordain and enter the Way as newborns, their welfare, education, merit and demerit, grievance appeals, and review for advancement, as well as physical aging, illness, and death, the "Transmission Council" represents the monastery in caring for, loving, and guiding them.
Fo Guang Shan's "Fo Guang Family Gathering," held every two years, has four main purposes:
1) Establish Buddhist ethical order;
2) Strengthen monastic-lay exchange;
3) Promote family understanding;
4) Enhance human harmony.
Fo Guang Shan holds its first "Fo Guang Family Gathering," inviting monastic disciples' lay families for reunion, personally hosted by Venerable Master Hsing Yun.

The Seven Admonitions are:

5) No gambling,
6) No alcohol abuse,
7) No harsh speech.
Main activities: assist drug rehabilitation work at various detention centers; mobilize public participation in Seven Admonitions pledge signing; hold Seven Admonitions charity basketball games, donating all proceeds to relevant agencies supporting anti-drug work.

"Fo Guang University" Receives Ministry of Education Charter; Venerable Master Presides over Groundbreaking at Linmei Mountain, Jiaoxi Township, Yilan County
Since Fo Guang Shan's founding, one of its four guiding principles, "cultivating talent through education," has been the continuous direction. Due to inadequate objective conditions, establishing a university remained impossible.Venerable Master Hsing Yun stated that with education regulations opening, his decades-long wish finally came true. In March 1993, Fo Guang University, to be located in Jiaoxi Township, Yilan County, was signed with the Jiaoxi Township Office by Venerable Hsin Ping and Venerable Tzu Hui. The groundbreaking ceremony in October was truly "a grand occasion for Lanyang society; Fo Guang University illuminates ten thousand autumns."
On the ceremony day, Venerable Master offered this verse of blessing: "Green mountains and clear waters mark auspicious land; establishing the university passes down grand occasion; spring breeze and nurturing rain, Lanyang is beautiful; international Buddha's light illuminates the universe." During purification, below the three-meter-tall Avalokiteśvara statue, a spring suddenly bubbled up; within the just few-ping circular groundbreaking site, light drizzle fell while beyond was sunny, attendees marveled. The groundbreaking site was over 200 meters up the mountain, freshly paved with thick asphalt by workers. The sudden spring was considered "sacred spring rising from earth, sweet dew descending from heaven."

Fo Guang Shan Australia "Chung Tian Temple" Inauguration and Completion Ceremony
On October 31, 1993, Venerable Master Hsing Yun attended Fo Guang Shan Australia Brisbane Chung Tian Temple's consecration and completion ceremony. Guests included Queensland Member of Parliament Peter Pyke, Brisbane City Councillors Bob Ward and Graeme McDougall, Logan City Councillor Les Dawson, Multicultural Women's Association President Debbie Planincic, and nearly 1,000 Australian citizens and Chinese devotees.Venerable Master stated his gratitude to Logan City Mayor Rod Golledge for his strong support. Fo Guang Shan Jile Temple Rebuilt and Completed, the First Temple Venerable Master Encountered in Taiwan
On February 6, 1994, Venerable Master Hsing Yun presided over Fo Guang Shan Jile Temple rebuilt completion and consecration ceremony. Venerable Master stated that on February 1, 1949, he arrived from the mainland and landed at Keelung. His destination was Tainan, but the southbound train was not until evening. With time to spare, he walked to a small hill near the harbor and saw a small temple, Jile Temple as it was then. Venerable Master said this was the first temple he encountered after arriving in Taiwan from the mainland. Due to language barriers, he just nodded and left. Perhaps due to this moment's affinity, in 1984, Venerable Hsiu Hui entrusted Jile Temple to Fo Guang Shan. Not wanting to disappoint Venerable Hsiu Hui's wishes, and because the wooden building was deteriorating, groundbreaking for rebuilding began in 1985, completing after eight years. Jile Temple was founded in 1924 and taken over from Japanese monks by Venerable Hsiu Hui in 1954. Venerable Hsiu Hui ordained at 30, and around 50, through encountering Awakening the World, came to know Fo Guang Shan. At 74, she vowed before Buddha at Fo Guang Shan: "Forever a Fo Guang person."-

Understanding the incident's full context, Venerable Master believed Buddhists should stand up and called on Buddhists to bravely protect the teaching. After Venerable Master's mediation and coordination, the city government finally agreed to let the Guanyin statue permanently remain in Da'an Forest Park, the "Guanyin, Don't Go" counter-campaign concluded satisfactorily.

"Guanyin, Don't Go" Counter-Campaign Concluded; Venerable Master Represents Donating Guanyin Statue to Taipei City Government, Permanently Installed in Taipei's Da'an Park
On March 27, 1994, Venerable Master Hsing Yun came to Da'an Forest Park (Park No. 7) where, witnessed by hundreds of devotees, he completed the Guanyin statue donation ceremony with Mayor Huang Ta-chou. Amid applause, from this moment, the Guanyin statue would forever remain in the park. The mayor said: "Buddhism speaks of compassion, joy, and equanimity. That the Ta Hsiung Buddhist Association could let go and donate the Guanyin statue to the city government is deeply admirable. I also thank the many mediators who helped resolve this matter satisfactorily. I hope this incident will teach society to use tolerant, inclusive, compassionate hearts to jointly create a prosperous, progressive, harmonious, joyful society."
Venerable Master remarked: "Today's satisfactory result came from everyone's efforts and the mayor's respect for public opinion... all merit cannot be measured. In the future, I hope devotees can follow the agreement, no more religious rituals of incense burning and worshiping. Everyone can instead use gazing and circumambulation to show respect to Buddha and bodhisattvas. I also hope everyone learns from this incident that communication resolves matters satisfactorily."

Donating Personal Writing Fees and Royalties to "Sisters of Our Lady of Charity of the Good Shepherd" and Five Other Social Welfare Organizations
On March 28, 1994, Venerable Master Hsing Yun donated NT$3 million from his personal manuscript fees and royalties to six social organizations: Sunshine Foundation, Sisters of their Lady of Charity of the Good Shepherd, Operation Dawn, Taipei Women's Rescue Foundation, Taiwan AIDS Society, and Syin-Lu Social Welfare Foundation, hoping this modest contribution would inspire others to work for the benefit of beings.Venerable Master stated he never knew how to use money and had no habit of wanting or using money. Previously, money went to building temples, engaging in cultural, educational, and charitable work. Since he also runs charitable enterprises, he deeply understands how lonely and difficult this work is. He donated these funds hoping to help social charitable organizations.
Taipei Women's Rescue Foundation Executive Director Chen Hui-chi stated: The donation recipients include Catholic and Christian organizations, showing religious care for beings knows no boundaries, this donation has profound significance.

Promoting "Purify Hearts Seven Admonitions Campaign" with Joint "Charity Basketball Game"
On May 28, 1994, to promote the "Purify Hearts Seven Admonitions Campaign," BLIA ROC jointly organized a charity basketball game with the Ministry of Justice, China Times, and Taipei Basketball Friends Association.Venerable Master Hsing Yun stated Buddhism has always emphasized exercise. Traditional pilgrimage, walking meditation, and outdoor work are all good methods for physical training. Buddhism also emphasizes completing moral, intellectual, physical, social, and aesthetic development. He loved basketball since childhood because the court is full of Buddha-dharma: raising your hand to admit fouls is "repentance"; not harming others is "compassion"; knowing causes and conditions means not playing solo is "unity"; creating opportunities for teammates is "benefiting others"; fighting for every second is "diligence." Thus, playing basketball is also genuine practice.

Wiring US$200,000 Raised in Europe to Taiwan for Disaster Relief
On August 9, 1994, concerned about Kaohsiung's flood situation, Venerable Master Hsing Yun wrote urging Buddha's Light International Association members to join disaster relief efforts. "Dear Buddha's Light International Association ROC members: I have been in Europe for ten days, establishing Buddha's Light International Associations in the Netherlands, Belgium, Denmark, and Sweden. Hearing about the flooding in southern Taiwan these ten days, my heart is extremely anxious. I have raised US$200,000 in Europe that will be wired to Taiwan for disaster relief. I also ask Fo Guang Shan to first donate NT$10 million to the Kaohsiung County Government for emergency victim assistance. When this letter arrives, I hope our Buddha's Light International Association ROC members will demonstrate 'unconditional great compassion, sharing the suffering of all beings,' with the spirit of 'when others hunger, I hunger; when others drown, I drown,' joining disaster relief efforts. Those with money give money; those with strength give strength, this is my earnest hope! After the nine European Buddha's Light International Associations are established, I, along with Tzu Jung, Hui Chuan, Hui Chun, and others, will return to Taiwan immediately to visit disaster areas with you. First, my regards, you have worked hard!"

Fo Guang Shan Pioneers "Srimala Academy"
On September 5, 1994, Fo Guang Shan's pioneering "Srimala Academy" opened.Venerable Master Hsing Yun stated that seeing many so-called "single aristocrats" in today's society, perhaps wielders of power in business and companies, but returning home, facing themselves and the future, they inevitably feel lonely and helpless, even sensing no security or future. Thus he thought to provide them direction through Buddha-Dharma, giving their lives room to turn around.
The first 23 students will spend six months, two months at Fo Guang Shan learning Buddhist etiquette and Buddhist studies; four months studying abroad. As the saying goes, "Read mountains of books, travel thousands of miles." He hoped they would experience Buddha-Dharma in a relaxed, happy mood, and after seeing enough of the outside world, would turn inward to find their own inner treasure, not wasting this rare opportunity.

Austin "Fo Guang Shan Xiang Yun Temple" Groundbreaking; Mayor Specially Proclaims this Day "Austin Buddha's Light Day" and Presents Austin Golden Key
On September 10, 1994, Venerable Master Hsing Yun presided over Austin Fo Guang Shan Xiang Yun Temple groundbreaking ceremony. Guests included Texas State Representative Alvin Roy Granoff; Governor Ann Richards, representative Preston Wong read congratulations. Austin City Councilman Gus Garcia, to celebrate Fo Guang Shan Xiang Yun Temple groundbreaking, represented the mayor in proclaiming September 10 "Austin Buddha's Light Day" and presented Venerable Master with an Austin golden key.Venerable Master stated that charitable and giving work can be done by thousands and received by thousands, but Dharma giving and receiving Buddha-Dharma is rare among hundreds. Scriptures remind them "the merit of four verses of teaching exceeds that of giving sand grains of the Ganges." Future temple operations will emphasize culture and education equally, because human desire is never satisfied, only Dharma wealth is ultimately useful.

Released Handing Down the Light, Biography of Venerable Master Hsing Yun Written by Ms. Fu Chi-Ying and Published by Global Views —Commonwealth Publishing Group
Handing Down the Light, written by Ms. Fu Chi-Ying and published by Global Views—Commonwealth Publishing Group, was released in January 1995. The book records how Venerable Master Hsing Yun promoted Humanistic Buddhism to five continents and narrates Fo Guang Shan's propagation history. Though he does not want others busy writing his biography, if sharing his journey and life experiences can benefit the public, he also rejoices in "transmitting the lamp" infinitely. To write his biography, Ms. Fu traveled to America, Europe, Australia, Asia, and elsewhere, interviewing people, events, times, places, and things related to him, entirely from an objective social perspective. As Global Views—Commonwealth Publishing Group President Charles Kao said, readers can glimpse Fo Guang Shan's full picture from this book.
Global Views—Commonwealth Publishing Group hoped to promote this book as inspirational reading. Venerable Master is not creating a personal biography, but Handing Down the Light contains his records of promoting "Humanistic Buddhism" to five continents, Buddhist historical development, and Fo Guang Shan's image.
Note:
When Handing Down the Light was released, sales immediately reached 100,000 copies; within two months, nearly 200,000 copies sold (5th edition), continuously topping Kingstone's annual bestseller list at number one.

But for the "Buddha Ratna Award" recommended by National Commission for Minorities (NCM) Member Venerable Dhammavirio and all members of All India Buddhist Conference, he feels most gratified. This represents India, Buddhism's motherland, recognizing a Chinese bhikṣu's practical accomplishment in "Buddha-Dharma," and represents Fo Guang Shan's international recognition.

Taipei Vihara Establishes “Fo Guang Yuan Art Gallery”—Taiwan Buddhist Community’s First Professional Art Museum
Taipei Vihara Establishes “Fo Guang Yuan Art Gallery”—Taiwan Buddhist Community’s First Professional Art MuseumThe world’s beauty is preserved by artists’ brushes for posterity; the world’s essence is also transmitted through artists. “Fo Guang Yuan Art Gallery” shares artists’ crystallized wisdom with the public. Previously, temples entrusted propagation responsibility to Śākyamuni Buddha; now all professions and locations can transmit the Way, art museum exhibitions are also propagation methods.
Simultaneously with “Fo Guang Yuan Art Gallery’s” opening, the “Transmission Charity Auction” was held, donating all proceeds to eastern Taiwan schools for book purchases. Venerable Master Hsing Yun never attended school, only private tutoring, so seeing schools, he yearns and admires them. Donating Transmission auction proceeds to remote schools is because remote schools’ educational resources often lack compared to cities, hoping these donations provide some help.

Venerable Master Compiles the Buddhism Series and Self-Funds Publication
Venerable Master Hsing Yun compiled the Buddhism Series and self-funded its publication, presenting copies to Fo Guang Shan disciples, Dharma lecturers, and benefactors, with "Fo Guang Shan Foundation for Buddhist Culture & Education" donating 1,000 sets to universities and libraries worldwide.Venerable Master stated that traveling worldwide, he constantly encounters a question: "Venerable Master! they want to believe in Buddhism, but with so many Buddhist books, which one should they read to comprehensively understand Buddhism?" He could not answer.
Finding one representative Buddhist book in the vast canon that allows ordinary people to completely understand Buddhism's philosophical system, how difficult!
He contemplated for 50 years, attempting to outline Buddhism comprehensively. To provide Dharma lecturers, Dharma teachers, and disciples with teaching materials, he began compiling Buddhism as training materials, responding to the public's confusion about how to enter Buddhism.
He divided the Buddhism Series into ten categories:
1) Doctrine, 2) Scriptures, 3) Buddha, 4) Disciples, 5) History, 6) Schools, 7) Rituals, 8) Applications, 9) Arts, 10) Humanistic Buddhism.
Finally completed in September 1995, he did not claim it comprehensive, but believed that after reading this collection, one should have a more complete understanding of Buddhism.

At Nan Tien Temple Completion Ceremony, Australian Immigration Minister Nick Bolkus Represents Prime Minister in Congratulations
On October 8, 1995, Fo Guang Shan Nan Tien Temple, honored as the "largest temple in the Southern Hemisphere," held its completion ceremony. Australian Prime Minister Paul Keating, Governor-General Bill Hayden, and other officials all sent congratulatory messages. People from all directions witnessed ethnic harmony. Federal Immigration Minister Nick Bolkus represented Prime Minister Keating in remarks:"Nan Tien Temple's architecture combines Eastern and Western cultural features, merging tradition with modernity. Nan Tien Temple has multi-function meeting rooms and training facilities, not only meeting Buddhists' needs but helping those who wish to study Buddhism. This place will become a Buddhist study and practice center. All credit for Nan Tien Temple goes to Venerable Master Hsing Yun's vision. Venerable Master established BLIA World Headquarters in Los Angeles to promote Humanistic Buddhism, purify minds, and realize world peace ideals, all very valuable goals. Minister Bolkus stated he had attended many gatherings in his life; today was most moving. He simultaneously offered Nan Tien Temple AU$100 as 99 years' rent for the temple's back mountain (one dollar per year). Nan Tien Temple specially framed this hundred dollars for display in the exhibition hall, commemorating its profound significance.

Fo Guang Shan New York Temple Officially Registers with Scouting America, (Formerly the Boy Scouts of America), Establishing "Boy Scout Troop"
On December 3, 1995, Fo Guang Shan New York Temple officially registered with the Scouting America, (formerly the Boy Scouts of America), establishing "Boy Scout Troop," the first New York area Buddhist-registered chapter. Venerable Master Hsing Yun hoped it would help Chinese-American youth, providing social learning opportunities, cultivating "religious sentiment," and establishing themselves in American mainstream society.Respecting religion is a major feature of US Boy Scouts of America. Founding regulations state that regardless of ethnicity, youth joining scout troops must choose a religious faith and follow religious spirit. Boy Scouts of America believes cultivating children's religious faith from youth not only develops their character but makes them more friendly and helpful to others. Over 20 scouts ages 11-16 come to the temple weekly for classes. The scout oath's "God" is changed to "Buddha," a distinctive feature.

Regarding "Hsichih Trio Case," Venerable Master Accepts Media Interview
On January 15, 1996, Venerable Master arrived at Tucheng Detention Center. Accompanied by Warden Huang Jung-jui, he visited Su Chien-ho and two others, answering journalists' questions on site.Dr. Sun Yat-sen said: "Buddha-Dharma can supplement law's inadequacy" and "Law punishes crime after the fact; Buddha-Dharma prevents crime beforehand." Legal judgments are not necessarily just. When Japan's Kusunoki Masashige was unjustly executed, he wrote five characters: "Wrong, Reason, Law, Power, Heaven." Law sometimes wrongs people, but karma never wrongs anyone.
Note:
Su Chien-ho and two others were accused of murder in 1991, sentenced to death the following year, then litigated for 21 years through six death sentences until August 31, 2012, when Taiwan High Court's third retrial declared them innocent—finally settling the case.
The three were detained 4,168 days total. During this time, four Justice Ministers refused to sign death warrants due to remaining doubts. Later, human rights groups joined the advocacy. Venerable Master Hsing Yun received a letter from Lawyer Hsu Wun-Pin: "Please, with compassionate heart, speak up for three young people wrongly sentenced to death—Su Chien-ho, Liu Bing-lang, and Chuang Lin-hsun. Your influential voice matters." Venerable Master visited to offer encouragement.

Initiating "Fo Guang Shan Million-Member Fundraising Committee"
Fo Guang Shan opened University of the West and Fo Guang University, followed by Chiayi's Nanhua Management College (Nanhua University). To raise enormous construction funds, Venerable Master Hsing Yun initiated the "Fo Guang Shan Million-Member Fundraising Committee," hoping Buddhists and Buddha's Light International Association members who care about education would join this undertaking. The statement of purpose reads:"Education is a century-long endeavor requiring collective effort to accomplish. University construction especially requires enormous funds, tens of billions, beyond what this monastery or a few individuals can achieve. Therefore, they initiated the 'Fo Guang Shan Million-Member Fundraising Committee,' hoping one million 'University Committee Members' will each donate NT$100 monthly for three years. Through this, they gather one million people's mental efforts, connect one million people's good affinities, so that the century-long merit of cultivating talent through university construction may be fulfilled."

Putting scriptures on computers seems remarkable by current standards but ordinary from Buddha-dharma's perspective, "Mount Sumeru contains a mustard seed; a mustard seed contains Mount Sumeru" is the best explanation.

Presiding over "Ten Thousand People Refuge Ceremony and Lamp Offering Prayer Dharma Assembly" at Malaysia's Largest Stadium Shah Alam
On April 21, 1996, Venerable Master Hsing Yun was invited to Malaysia, presiding over the "Ten Thousand People Refuge Ceremony and Lamp Offering Prayer Dharma Assembly" at Malaysia's largest Stadium Shah Alam, holding a Buddhist lecture on "Humanistic Buddhism's Human Touch." 80,000 people attended, writing an unprecedented page in Malaysian Buddhist history.Venerable Master said Transport Minister Ling Liong Sik, Home Minister Ong Ka Ting, Malaysian Buddhist Association President Elder Venerable Chek Huang, and others all came to support, truly rare and precious, deeply grateful. Especially seeing ministers and devotees of different faiths participate without distinction, during merit dedication prayers, he could not help saying:
"May Buddhists present offer their heart's lamp to Buddha; may Christians present offer their heart's lamp to God; may Muslims present offer their heart's lamp to Allah."
Many were amazed at Venerable Master's openness, saying, "Never has a Buddhist master dared publicly teach people to honor other religions' deities!" Venerable Master stated: "Actually, Buddha taught all beings are equal. If Buddha appeared here, I believe he would do likewise."

Presiding over Malaysia "Dong Zen Temple" Completion and Buddha Image Inauguration Ceremony
Venerable Master Hsing Yun presided over Malaysia "Dong Zen Temple" completion and Buddha image consecration ceremony.Venerable Master stated that "Jenjarom's" Buddha affinity with Fo Guang Shan should thank Layman Ang Kian Sing's wife, Ms. Guo Jianfeng. Through her dedication in donating ancestral land, Dong Zen Temple's consecration and opening became possible.
"Dong Zen Temple" occupies 14 acres, with "Dong Zen Buddhist Institute" as the temple's development center. Malaysian media praised it as "Malaysia's first Buddhist academy" and "its founding symbolizes Malaysian Buddhism entering a new era."
Venerable Master said the main reason for building Dong Zen Buddhist Institute was that students from Malaysia traveling thousands of miles to study at Fo Guang Shan Buddhist College increased yearly, often having to drop out due to visa problems. He vowed that given the opportunity, he would definitely establish a Buddhist academy for Malaysian and Southeast Asian Buddhist youth to fulfill their dedication to Buddhism.
Fo Guang Shan's worldwide temple establishment, Malaysian disciples have always been at the forefront, pioneering Fo Guang Shan's international propagation. Malaysian Chinese devotees' enthusiasm for pursuing Buddhist truth is arguably the world's finest.

US Vice President Al Gore Specially Visits Hsi Lai Temple, First Sitting US Vice President to Visit a Buddhist Temple
On April 29, 1996, US Vice President Al Gore specially visited Hsi Lai Temple.Venerable Master Hsing Yun recalled that in 1989, Senator Gore visited Fo Guang Shan and received a warm welcome, leaving deep impressions and establishing profound friendship. On March 15, 1996, Venerable Master was invited to the White House, renewing their friendship. Venerable Master invited Mr. Gore to visit Hsi Lai Temple, thus this gathering occurred, making him the first sitting US Vice President to visit a Buddhist temple.
Vice President Gore's remarks, excerpted:
"Thank you for this opportunity to visit Hsi Lai Temple and receive such a warm welcome from so many monastics and devotees. America has a famous saying: 'When someone speaks sincere words from the heart that move them deeply, it is a blessing.' Just now, I had this feeling. This feeling is the same as seven years ago when I visited Fo Guang Shan.
Asia-Pacific peoples are gradually joining America's core. We have much to learn from each other; we should respect each other's traditions. It's an honor to be welcomed by Chinese people here. I hope everyone can work together, jointly contributing to America."

Selected Chinese Buddhist Texts in Modern Language, 132 Volumes, Published Serially
Venerable Master Hsing Yun has advocated "modernization, vernacularization, and artisticization" of Buddhist scriptures throughout his life. Following the One Hundred Questions on Religion series, Fo Guang Shan again commissioned over 100 mainland scholars to write the Selected Chinese Buddhist Texts in Modern Language, 132 volumes, published serially.Buddha-Dharma is like a lamp in darkness, bringing humanity happiness and light. Unfortunately, Buddhist scriptures are so voluminous they often intimidate busy modern people. Recognizing this, Fo Guang Shan began compiling the 132-volume Selected Chinese Buddhist Texts in Modern Language in 1991. Enabling readers to understand clearly and penetrate profound meanings, this collection combines popular literature with academic value, a groundbreaking initiative in Buddhist history.
Writing vernacular scripture explanations is not easy; nevertheless, having such vernacular editions released was quite difficult, marking a new page in Buddhist translation history.

Venerable Master's Mother, Madam Li Liu Yuying, Passed Away at Hsi Lai Temple, USA, Aged 95
On May 30, 1996, Venerable Master Hsing Yun's 95-year-old mother, Madam Li Liu Yuying, passed away in Los Angeles.Venerable Master wrote: "I left home at the age of 12 and came to Taiwan at 23. Across mountains and vast oceans, separated by the strait, it was 40 years before I saw my mother again. That a 70-year-old man still had a mother to call upon was something all my disciples rejoiced in for me. Now, unable to fulfill my filial duties, my heart can only silently recite: 'Between the Sahā World and the Pure Land, coming and going do not alter the affection between mother and son; in the human realm and in the heavens, she will forever remain a good and kind parent.'"
Born in 1902, Venerable Master's mother lived through nearly a century of modern upheaval, like a living history book. Venerable Master composed this verse to capture the course of her life: "Having witnessed the founding of the Republic, the unification of the Northern Expedition, and the wars between the Nationalists and Communists, my mother herself is modern history; having traversed the rivers and mountains of mainland China, traveled to America and Japan, and finally returned to the Pure Land, my dear mother is like a living map."

At "IBPS Switzerland," Explaining Temple Establishment and Presiding over Triple Gem Refuge
On August 18, 1996, Venerable Master Hsing Yun taught Lucerne area devotees at "IBPS Switzerland," explaining temple establishment and presiding over Triple Gem Refuge.Venerable Master stated Switzerland is essentially a Catholic country; permission to establish a Buddhist temple is truly an honor. BLIA Switzerland President Tony Ho explained that when applying to the Swiss government for Buddha hall construction and related religious activities, when asked why they needed a Buddha hall, President Ho answered: "We greatly admire you, every Saturday, Sunday, or holiday, you can worship at beautiful, magnificent churches. But in all Switzerland, there's no Buddha hall for them to worship; we feel spiritually empty…" The inquiring legislators all agreed with President Ho's request, unanimously passing approval—IBPS Switzerland could finally be established.
After Triple Gem Refuge, during discussion, he mentioned that after taking refuge, protect your initial faith like protecting seedlings. After refuge, recite at least one Heart Sutra daily; persisting will certainly open wisdom.

Fo Guang Shan Documentary expresses Fo Guang Shan's 30 years of spirit and substance, letting everyone know what Fo Guang Shan has accomplished. Presiding over "Ordination Ceremony" at Fo Guang Shan Main Shrine, Explaining Ordination's Meaning
On September 27, 1996, Venerable Master Hsing Yun presided over "Ordination Ceremony" at Fo Guang Shan Main Shrine; 142 young people from Taiwan, America, Australia, Hong Kong, India, and Nepal were ordained under Venerable Master. Due to the Chungtai Temple incident causing public discussion about ordination's true meaning, Venerable Master held discussion afterward to explain.Ordination is a noble endeavor that generals and ministers cannot accomplish, a joyful occasion. Fo Guang Shan promotes Humanistic Buddhism; children ordaining have not gone abroad, they've just changed life's track, perhaps to a broader, smoother one.
Most important in ordination is being a good monastic, especially filial children. This monastery has a rule: all disciples' parents are their parents. Venerable Master personally has one wish: to treat all parents in the world as his parents.

Presiding over "Nanhua College of Management Opening Ceremony"
On September 29, 1996, Venerable Master Hsing Yun presided over "Nanhua College of Management Opening Ceremony," explaining founding circumstances and future expectations. The entire ceremony followed ancient rites, with over 20,000 attendees.Venerable Master stated that years ago, former Kaohsiung County Magistrate Yu Chen Yueh-ying, learning of Fo Guang Shan's aspiration to establish a university, was very supportive. Private education was not yet open, delaying progress. Until 1993, Jiaoxi Township Office, Yilan provided land for university establishment. Before procedures were completed, groundbreaking was held.
At groundbreaking, he promised Fo Guang University would open in two years. Though land was legally approved for development, land-use change procedures were difficult, repeatedly delayed. Later, through providential circumstances, Nanhua College of Management was taken over. With only six months until the promised opening, construction proceeded in full force, finally fulfilling the timely opening promise, truly thankful for many conditions' fulfillment.
"Nanhua College of Management" (presently known as Nanhua University) is the first private comprehensive university not charging tuition, a new page in Taiwan higher education written by all "Million-Member Fundraising Campaign Alms Procession" committee members.
